Innovative Activities for Minority Community

Under innovative activities for minority children Rs. 297.25 lakhs has been approved for the year 2009-10 and The activities under taken for the year 2009-10 are as under the state.

1. Awareness Programme for religious and community leaders.

In order to create awareness about formal education among Muslim religious community leaders, as planned, "Awareness programme was conducted twice in a year in each district. 26260 personal are covered and Rs. 19.695 lakhs is spent for this purpose at the unit cost of Rs. 75 per persons.This programme has created positive effect on the participants. As per opinion of district and field level officers, these leaders are taking keen interest in the formal education of their community children. More madrasas are opting to take support to impart formal education (under OOSC component).

This programme has also encouraged some leaders to donate land for school buildings and also other equipment to schools. For example in Dharwad district Sri. Md.Gouse Mutavalli has donated 1600 Sq. ft land worth Rs. 5 lakhs for school building at Mantur Colony of Hubli and another person by name Sri. Aijaz Ahmed Mulla has donated Rs.20,000 worth UPS to Urdu school at Dharwad.

2. Awareness camp for Mothers of Minority Children

Awareness camp for mothers of Minority children were organized by the districts with purpose of creating awareness of formal education among mothers. 26260 mothers were covered under this activities. This programme has made mothers to change their behaviour drastically towards school and teachers. Girls who were stayed at home after puberty are coming back to schools. The attendance of children has also improved.

3. Awareness programme for fathers of Minority Children

The programme has very successfully conducted throughout the sate. Awareness about "Child Labour Act" and "Childs Right to Education" has helped to reduce Child Labour and there by has increased the number of children going to schools. The awareness of importance of formal education has also encouraged fathers to donate cash and materials to needy schools. Rs. 19.695 lakhs has utilized to cover 26260 fathers of the minority Children.

4. Block Level Seminars for Minority Children on Science and Technology.

Districts, as planned have organized block level seminars for minority children on science and technology. These seminars are helped
students in creating interest in science and technology and also spirit of competency. Has developed among them.

5. Block Level Melas

Two Melas namely "Science Melas" and "Literary Melas" were organized by districts at block level. Lectures, essay competitions, debates and exhibiting the improvised aids prepared by students were few events found in this Melas.

6. Seminars for Urdu teachers

Three days seminars on different theme have been organized for Urdu Teachers. The theme of seminar varied from "teaching subjects" and to that of "socio economic factor" which effect  for the backwardness of the communities and the solutions.

7. Hikes and Field Visit

Hikes and field visits were organized by the districts to enable students to visit and study places of their surrounding. This has increased the classroom learning and also the spirit of adventure among children.

8. Learning Corners

Under this programme library books worth 1.40 laks have been provided to needy schools by districts.

9. Other Activities

Where the fund was surplus, under the head "other activities 1. dictionaries were supplied to poor children. 2. Laboratory equipments were also supplied to few needy schools.

10. Adolescent camps.

Adolescent camps are being conducted for 26583 Children. Details of the camps conducted is selected in chapter 10 related to girls education.

Minority Innovation:

Progress during 2009-10 (Up to 31.12.2009 and 28.02.2010)

The Progress up to Dec end is 63.11 % and up to Feb end is 88.23 %
Balance of the amount will be spent by the end of March 2010.

Proposal for the year 2010 – 11.

Districts are of the opinion that, for the year 2010 -11, they intend to continue the same programmes under minority activity as they feel that, these activities have good impact on community with regard to education of minority children.

Objectives of the proposed activities.

  1. To create awareness among religious and community leaders with regard to importance of formal education.
  2. To create awareness among parents, the importance of formal education in the life of their children.
  3. To improve attendance of children especially of girls.
  4. To motivate teachers and students.
  5. To enhance the knowledge of science and technology among students.
  6. To develop self confidence and competitive spirit among students.
  7. To develop habit of reading among students.

The details of proposed activities for the Year 2010 -11 are given below.

1.Awareness programme for religious and community leader.

Children of Muslim Minority community to some extent are deprived of formal education. This is partly because of poverty and mainly because of lack of awareness about importance of formal education. So the community has to be educated about the importance of formal education. This can be easily done through religious and community leaders. If awareness is created among these leaders in turn they create awareness among the community members. Hence it is planned to create awareness of importance of formal education among the community leaders. A budget of Rs. 19.695 lakhs is proposed for this activity. To cover 26260 persons at the unit cost of 0.00075 lakhs.

2.Awareness camp for parents of Minority children.

Due to poverty and lack of awareness of importance of formal education. most of the minority children parents don’t take interest in the formal education of their children. Though some of them admit their children to schools they do not see whether their children are going to schools regularly and getting quality education. So it is felt that the parents have to be motivated to take interest in formal education of their children by creating awareness among them. Hence awareness camps separately for mothers

and fathers is proposed in order to create awareness about importance of formal education. A budget of Rs. 19.695 is proposed for these purpose.

Block level seminars for Minority children on science and technology.

In order to create interest in science and technology among minority students, it is planned to conduct seminar on ‘Science and Technology’ at block levels. In 202 blocks 404 melas will be conducted and for each mela 100 scheduled will participate A unit cost of Rs. 100 per child and total of Rs. 20.20 lakhs to cover 20200 is proposed under this activity.

Block level Melas.

Education is, all round development of the child. In order to facilitate child for this development it is planned to organize 2 melas at block level. A unit cost of Rs. 10,000 per mela per block and a total of Rs. 40.40 is proposed for this purpos

Seminar for Urdu teachers.

It is proposed to conduct three days seminar for 50 Urdu teachers per district. Three days seminar on different theme will be organized. The theme of seminar varies from “Teaching Subjects” to that of “Socio Economic factor” which interplay for the backwardness of the communities and solutions.

Hikes and field visits.

Hikes and field visits not only enhance the knowledge of children but also add to class room learning. Hikes also develop a spirit of adventure among children. Hence it is planned to organize hikes and field visits at block level and to total amount of Rs. 20.20 is proposed under this activity.

Learning Corners.

There are certain schools with insufficient library books. Hence districts have proposed Rs.1.40 lakhs (per district) for supply of library books for needy schools.

Other Activities.

Under the head “Other activities” some of the districts have planned different activities like supply of dictionaries to poor minority children, supply of lab equipments. Kodagu district, as it experiences heavy rains and chilly weather for 6 months has proposed to supply raincoats, shoes and jerkins for 590 children. Shoes and rain coats, at the unit cost of Rs.250 per child and jerkin at the unit cost of Rs.

250 per child for 590 children. Yadgir has also proposed to supply shoes and umbrellas for 248 poor children as the district experiences severe heat.

Adolescent camps.

It is proposed to conduct adolescent camps for 27000 girls. These camps will be conducted for 3 days. A unit cost of Rs.100 per child and a total amount of Rs.82.500 is proposed for this purpose. Details of this camps is also shown vide chapter 10 related to girls education.

Monitoring mechanism

Cluster resource persons at cluster level; block Education officers and block resource coordinators at block level; Deputy Director for Public Instruction and Deputy Project coordinator at district level and state level officers monitor the implementation and progress of the activities. Apart from this the state SSA office every month holds the meeting to review the progress.
